Who can learn telepathy and how?

Trying to communicate telepathically is the last thing to do when learning telepathy and not the very first thing to do as people usually assume. Just as while learning to fly a plane one does not sit in the cockpit on the very first day and try to fly the plane, rather it is the last thing one does or is allowed to do.
Just as people have to go through tests, trainings and courses (like psychological tests, physical examination, g-force tests and others) when becoming a pilot, one also needs to go through psychological evaluation, concentration tests and other tests and trainings.
Telepathy is though not proved scientifically, but has such potentials that it can not be given into the hands of those who are psychopaths, mentally unstable, emotionally vulnerable, very short tempered and not very forgiving or tolerant. Telepathy must be in the hands of those who are forgiving, calm, patient and also safe from jealousy, greed, sexual frustration and biasness.
Telepathy is not like a car or a cell phone which can be given to any body who learns to use it, its like a weapon which can only be given to anyone who is mentally stable and only uses it to protect himself or herself as well as others and not to harm anybody even if they do not like someone.
